In a world increasingly defined by division, two economic powerhouses are choosing collaboration over conflict. Despite their stark differences on critical issues like Russia’s war in Ukraine, China and Germany are doubling down on their economic partnership. On Wednesday, Chinese leader Xi Jinping and German Chancellor Friedrich Merz met in Beijing, pledging to deepen economic ties amid a backdrop of geopolitical uncertainty. Their meeting came just hours after U.S. President Donald Trump’s State of the Union address, where he championed his controversial import tariffs—policies that have rattled both Beijing and Berlin. Xi emphasized the need for stronger strategic communication and mutual trust, stating, ‘The more turbulent and complex the world becomes, the more China and Germany should strengthen their partnership.’ He also noted that the year had begun on a tumultuous note, echoing his earlier remarks that the world is undergoing its most profound changes since World War II.
Merz, on his first visit to China since taking office last May, struck a conciliatory tone. While acknowledging the challenges between the two nations, he urged focusing on common ground. ‘We must emphasize what unites us and face our challenges together,’ he said. But this is the part most people miss: Merz also called on China to use its influence to end the war in Ukraine, highlighting Beijing’s significant sway over Moscow. ‘Signals from Beijing are taken very seriously in Moscow,’ he noted, underscoring the frustration many European leaders feel over China’s perceived inaction on the conflict.
And this is where it gets controversial: Xi responded by supporting a political solution to the Ukraine conflict but insisted it must address the ‘legitimate concerns of all sides’—a stance that has raised eyebrows in the West. Critics argue this position appears to side with Russia, while China maintains it remains impartial. This nuanced diplomacy raises a thought-provoking question: Can China truly be a neutral mediator in a conflict where its economic and diplomatic ties with Russia are so deeply intertwined?
Merz’s visit is part of a broader trend of world leaders flocking to Beijing to counter Trump’s aggressive trade policies and challenges to the post-WWII global order. He also framed Germany’s China policy within a European context, noting his visit follows trips by French President Emmanuel Macron and British Prime Minister Keir Starmer, and precedes Trump’s planned visit in April. ‘We seek a balanced, reliable, and fair partnership with China,’ Merz said. ‘This is our offer, and what we expect in return.’
However, economic tensions linger. Chinese exports are increasingly threatening European manufacturing jobs, with Germany’s imports from China surging 8.8% to €170.6 billion last year, while its exports to China plummeted 9.7% to €81.3 billion. European leaders are pushing for Chinese companies to invest in local factories and reduce overcapacity in industries like electric vehicles and solar panels, which are driving down global prices. Merz acknowledged the trade deficit with China has quadrupled since 2020, calling it ‘unhealthy’ and vowing to address it.
Despite these challenges, Merz expressed satisfaction with the talks, highlighting potential deals like China’s plan to order up to 120 planes from Airbus. His two-day visit will also take him to Hangzhou, where he’ll tour Unitree Robotics, a leader in humanoid robot development. This trip precedes his third visit to Washington as chancellor, underscoring Germany’s delicate balancing act between East and West.
